Born in Marseille on 20 February 1953.
Alumnus of the École Polytechnique, the École Nationale des Statistiques et de l’Administration Économique (ENSAE) and the École Nationale d’Administration (ENA), graduated from the Institut d’Études Politiques de Paris (Sciences-Po).
Diplomatic career (1982-2019)
Diplomatic Adviser to the Minister of Defence (1993-1995), Deputy Permanent Representative of France to NATO (1995-2000), Director of Strategic Affairs of the French Ministry of Foreign Affairs (2000-2003), ambassador to Israel (2003-2006), Director General of Political Affairs at the French Ministry of Foreign Affairs (2006-2009), Permanent Representative of France to the United Nations in New York (2009-2014), ambassador to the United States (2014-2019). 

He also was negociator for France on Iranian nuclear case and, in the UN Security Council, participated in eleborating and voting for sanctions on Iran, Lybia, Côte d'Ivoire, Mali.
Made a French ambassador in 2010. 
Officer of the Legion of Honour.
Author of articles on diplomatic history and foreign policy in the French journal Commentaire.
Retired from the diplomatic corps in April 2019.
Columnist for Le Point, commentator for France Inter and BFM TV, member of the International Crisis Group’s board of directors, distinguished senior fellow of the Atlantic Council in Washington, Senior Advisor of the Albright Stonebridge Group.
