This article by David J. Scheffer published by the Council on Foreign Relations on avril 22, 2020 is questioning existing laws on Public Health reponses to crisis, for example to covid-19. Should it be considered, as in war, as a crime against Humanity?

The Covid-19 pandemic is likely to spark a wave of new laws intended to hold governments and business accountable for their public health responses during outbreaks. 

As the new coronavirus disease, Covid-19, continues to threaten lives and livelihoods around the world, many people are seeking to hold government and corporate leaders to account for their blunders during the pandemic. But in the United States and many other countries, public health malpractice is a relatively underdeveloped area of the law, and it will take legislators some time to remedy that.
