Occasionally, a conflict or humanitarian crisis results in suffering and instability of such an
enormous scale that it requires global attention. This report successfully makes the case that the
situation in the Sahel is such a crisis. This report lays bare the extent to which governance
failures have resulted in the loss of life, loss of opportunity and the lack of dignity for the people
of the Sahel. These governance failures are at the level of strategy, in the form of corruption,
impunity and, above all, in the failure to place the protection of citizens at the center of the
