Doctor in political science from the University Lille II, he obtained a master's degree in political science from the University of Liège and the aggregation of lower secondary education in history (IESP, Jonfosse, Liège). He worked between 1983 and 2000 in the Research and Information Group on Peace and Security in Brussels. He is a lecturer at the Free University of Brussels between 2000 and 2008 in the field of European defense-security (DEA seminar, then Postgraduate). Between March 2002 and January 2013, he was a research associate at the Chair of Economics, then at the Department of Behavioral Sciences of the Royal Military Academy (ERM) to work on the ESDP / CSDP component of these different subjects. He is currently a research associate at the Center for Security and Defense Studies at the Royal Higher Institute of Defense (IRSD) in Brussels and is a professor at the University of Liège in the field of European defense and security.

He is the author of the book La politique européenne de sécurité et de défense commune.
