Dr. Ramasy is a lecturer at the University of Toamasina, Madagascar, where he teaches political science and constitutional law. PhD in political science from the University Toulouse-1-Capitole, France, his thesis was on the theme: "State and implementation of democracy in the islands of the south-west of the Indian Ocean: the case of Madagascar and the Mauritius ".

He is a political expert with various organizations on Indian Ocean issues. He was a visiting scholar at the China Institute of Diplomacy in Beijing in 2011. In 2012, he was Visiting Professor at the Institute of Political Studies of Lyon and at the Institute of Political Studies of Toulouse. In 2013, he was a visiting scholar at the African Studies Center in Leiden and a visiting professor at the Université Libre de Bruxelles. In May 2014, he was visiting professor at the Institute of Development Policy and Management (BIO) of the University of Antwerp.
