Dr Julien Nocetti is a research associate at the French Institute of International Relations (IFRI) and a teacher-researcher at the Saint-Cyr Coëtquidan Military Academy. He is also a member of the GEODE centre (Geopolitics of the Datasphere – University of Paris 8) and director of the Chair of Cyber Risk Governance at the Rennes School of Business. He is also a member of the strategic orientation council of CIGREF. He has a PhD in political science and was a researcher at IFRI between 2009 and 2019. His work focuses on international digital issues (digital diplomacy and artificial intelligence, cyber-conflictuality), as well as Russian foreign policy, in particular on its digital and cyber strategies. He recently published Un "cyber-mariage arrangé ? Réalités et implications de la coopération cyber entre la Russie et la Chine (Études internationales, vol. 51, no. 2, 2021) and L’Europe reste-t-elle une "colonie numérique" des États-Unis ? (Politique étrangère No. 4, 2021).
