Director of the French Development Agency: an alumni of the Ecole Normale Supérieure (ENS-Ulm), Sciences Po Paris, EHESS and the ENA (1995-1997), he began his career as a senior civil servant as an auditor at the French Court of Audit, before working as a referendum advisor from 1997 to 2000 and from 2002 to 2004. From 2000 to 2002, he was a budget advisor at the French Ministry of the Interior. From 2004 to 2007, he was Chief Clerk of Monetary Cooperation and Development with African, Caribbean and Pacific Countries - Franc Area at the French Treasury and a Director at PROPARCO; from 2007 to 2010, he Investment Director for Transport and Audiovisual at the Agence des Participations de l’Etat. In 2010, he became Deputy Director for International Financial Affairs and Development at the French Treasury and a Director of the French Development Agency.

After serving as Chief of Staff to Pierre Moscovici, the French Minister of the Economy, Finance and Foreign Trade, from 2012 to 2014, he became Deputy Secretary-General of the French Ministry of Foreign Affairs and International Development, in charge of economic diplomacy. In 2015, he was responsible for financial concerns within the French negotiating team for COP21. He was a pioneering figure in the AFD-CDC merger (2014-2016) and was appointed Director General of the French Development Agency in 2016. In 2017, he was appointed President of the International Development Finance Club (IDFC).
