The European Union, meanwhile, has reshaped its policy towards Russia with a focus on civil society. Although little practical progress has been made on this front, and despite continued threats, it is the case that Russian civil society is open to Europe and eager to uphold the principles of the rule of law. How can Europeans harness this situation to move towards restored peace with Russia?
