Article 19 of the Universal Declaration of Human Rights states that everyone has the right to freedom of expression, including the freedom to hold and impart opinions without interference. Yet it is not uncommon to see tensions arise when states and other authorities seek to undermine this principle, which is so vital to building peaceful societies. When institutions, journalists and civil society are no longer able to express themselves freely, the very foundations of world peace come under threat.
